Yet while there is an ever increasing body of work dedicated to the long‑standing relationship between the media and its consumerist audience, there has been scant academic attention paid to the effect of media portrayals of society upon government policy, either in the UK or in any other comparable free democratic country. The reason for this is simple: government policy experts are fully aware of the manipulative tendencies of the modern mass media machine and pay little attention to the ‘findings’ displayed on television, in newspapers and on the world wide web. In fact, the two institutions are currently at logger heads over the issue of crime in Britain as journalists attempt to expose the perceived inadequacies of the Home Office’s policy on the release of offenders, particularly offenders who do not come from the UK, which enables the media to marry the reportage of crime to the ongoing concern over immigration in 2006. Of far more concern to the harmony between Downing Street and the press is the ‘cash‑for‑honours’ scandal that intends to implement the government hierarchy in a high profile criminal act. The battle lines between the media and government are thus drawn upon ideological lines with the British public appearing to be the single greatest casualty of this argument. Ultimately, therefore, governments (particularly the present New Labour government) are far more concerned with the incumbent consequences of the media’s stance on matters such as crime than they are with how the media managed to accumulate the data in the first place. This is the nature of twenty first century government where public opinion, harnessed by the power of the mass media, can alter a government’s stance regardless of the conviction with which the policy was first implemented. The forced resignation of former Home Secretary Charles Clarke is proof of the power of the media with regards to igniting personnel change in a government cabinet even if this change of personnel is not followed by a tangible change in policy.
